BRAC Technology Transfer Initiative
Introduction
As a result of the Defense Base Realignment and Closure (BRAC) Act, Maryland is seeing a significant expansion of the missions for United States military installations located here and an increase in technology jobs that will accompany the realignment. The BRAC Technology Transfer Initiative (BTTI) has been seeded with $375,000 and will help the State further capitalize on the realignment and growth in its technology community by offering funding to companies for technology collaborations applicable to meeting the military’s needs.
Program Design
The new BTTI seed stage investment program is a component of the Maryland Technology Transfer Fund (MTTF). MTTF provides funding for seed stage companies working with either one of the federal or universities laboratories in Maryland. See www.marylandtedco.org/tedcoprograms/mttf.cfm.
The BTTI funding will provide funding for five collaborative projects, up to $75,000 each, and will be awarded to companies located in the State that are involved in “Spinning-In” or “Spinning-Out” technologies related to BRAC. Thus, awards may be made to Maryland technology companies that have licensed technology, for instance, from military research laboratories relocating from Monmouth, NJ to Maryland or to companies relocating along with military units to Maryland. SBIR and CRADA agreements are additional examples of tech transfer vehicles providing access to these funds.
Program Eligibility Criteria
Applicants must meet the MTTF eligibility criteria including being a Maryland Start-up company (at least 51% employment in the state of Maryland; fewer than 16 employees OR the company is a Maryland university or Military spin-off in business less than 5 years AND Pre-revenue OR pre-venture investment) and/or working with the Military or University in the state. In addition the company needs to be developing technology applicable to US military needs. Proposal submissions are made to TEDCO Funds accessed through the TEDCO website under MTTF; the proposal should follow the MTTF format and be subtitled: BRAC Technology Transfer Initiative.
