Overview
Maryland TEDCO, in collaboration with NAVAIR and The Patuxent Partnership, will incorporate the TEDCO early stage technology development model into the Naval Aviation Enterprise (NAE) Science and Technology Strategic plan. This initiative would involve collaborative action to locate and develop transformational early stage technology from academic, industry and NAE sources to address Pillar, Capability Gap, and corresponding Science and Technology Objectives (STOs). A detailed explanation of the STOs can be found here. The NAVTI program will:
- Identify results from research enterprises that address NAVAIR capability gaps;
- Fund initial collaborations between the research enterprises and industry, especially the entrepreneurial (Small Business) community, to address the ability to meet NAVAIR technology needs;
- Assist the industrial collaborator to identify and fit the requirements of existing Naval technology transition programs to further develop the technology; and
- Assist the NAVAIR Avionics Technical Point of Contact (TPOC) with monitoring and reporting on progress in the funded projects to allow evaluation and maturation of the model.
Funding and its Uses
The TEDCO NAVAIR team will establish an active outreach program to explore the research portfolios of academia, industry, and military research enterprises in the mid-Atlantic region to identify research results that align with NAVAIR avionics technology needs.
The objective will be to link research outcomes from the research programs to industry partners willing to perform early stage technology development and validation activities focused on developing technologies to meet the NAE objectives.
Analysis could potentially lead to an invitation to each selected research enterprise/industry team to submit a proposal for an initial development project with a budget of up to $75,000 and a timeline of 12 months or less.
Steps
- Submit a Quad Chart utilizing the suggested format. Quad Charts are to be emailed to the NAVTI Program Manager.
- TEDCO will forward all quad charts received during the month to NAVAIR at the beginning of the following month.
- NAVAIR will conduct an initial review of quad charts to determine interest and possible collaboration.
- NAVAIR will notify TEDCO of technologies that are of interest and possible collaboration.
- TEDCO will arrange meetings between the applicable NAVAIR acquisition personnel and the applicable technologists to address areas of possible collaboration.
- After requested, technologist(s) may submit a proposal that addresses the specified NAE needs.
Proposal Submission Procedures
A proposal for NAVTI funding must include the following:
- Basic proposal and company information (e.g., proposal titles, non-proprietary abstract, company POC)
- A development plan that outlines the steps necessary to develop or commercialize the subject technology into a viable product or service.
- A specific scope of work and budget that addresses one or more specific aims in the early stage of the development plan.
- An outline of the funding necessary to complete the development plan and the proposed sources for this funding.
- Documentation of a technology transfer agreement (e.g. CRADA).
- Applicants must submit proposals in accordance with the Proposal Guidelines via the TEDCO Funds online submission process at http://marylandtedco.org/tedcofunds/index.cfm.

Review of NAVTI Proposals
Proposals are accepted any time. The proposal review process begins the tenth of each month and will normally be completed within 60 days. Proposals will be reviewed by the NAVTI proposal review team.
- Proposal will be reviewed according to application guidelines.
- Review may include independent assessments by professional business and
technical consultants under TEDCO confidentiality agreements.
- The proposal review team will make a funding recommendation.
The NAVTI Board with senior representatives from NAVAIR, The Patuxent Partnership and TEDCO will review the proposal review team recommendation and make a final funding decision.
